Osceola’s Comprehensive Plan 2045, initiated in November 2022 through a collaborative meeting that included members of Osceola’s City Council and staff, Mayor Kedley, local business and community leaders, the Clarke County Development Corporation (CCDC), and representatives from the Osceola Chamber Main Street, is now poised for adoption. Following its final rounds of review, the plan will be presented for approval at the Osceola City Council meeting on February 4, 2025.

Developed in partnership with urban planning experts RDG Planning & Design, the comprehensive plan followed a multi-phase approach, emphasizing community involvement. Through public meetings and an online portal, residents were able to contribute ideas and provide feedback on key development concepts to ensure the plan reflects the community’s vision.

The final review process involved input from the Comprehensive Plan 2045 Steering Committee and detailed evaluations by Osceola’s Planning and Zoning Board. Once adopted, this plan will serve as a guiding document for development across Osceola and its surrounding communities.

“The areas the plan prioritizes, while no surprise to the City Council, offer a road map for projects essential to the growth and sustainability of our community,” said Ty Wheeler, Osceola City Administrator.  “In addition to the ongoing water supply efforts, accommodating continued growth will require a hard look at existing transportation corridors.  We have known pinch points that need to be addressed, and alternative routes that should be studied.”

Key Focus Areas of Comprehensive Plan 2045

The plan outlines several priorities to address the city’s long-term needs through 2045 and beyond:

  • Continuity for a Complete Transportation Network: Proposals include a belt-loop road system to improve city access and connectivity with Osceola’s existing transportation network.
  • Improvement of Housing Options: Plans call for additional medium- and single-family housing developments, as well as workforce housing to meet employer demands.
  • Strengthening Downtown and Business Corridors: Concepts include revitalizing Osceola’s historic square – which is already in action – and enhancing the Highway 34 business corridor.
  • Enhancement of Recreation Opportunities: Expansion of parks, trails, and the development of a recreation complex to support health and fitness initiatives.
  • Establishment of Signature Destinations: Initiatives to attract hospitality, entertainment, and event opportunities that will serve as regional destinations.

Throughout its evolution, the plan has adapted to emerging community needs, such as sustainable water solutions and updates to aging infrastructure. These improvements aim to support the successful implementation of all development concepts outlined in the plan.

“This was one of the most involved and organic planning processes we’ve ever taken part in,” said Andrew B. Clark, CCDC Executive Director. “The feedback from all stakeholders—especially the community—made this comprehensive plan a true collaborative effort.”

Final Adoption Meeting

The final vote on Osceola’s Comprehensive Plan 2045 will take place in February.  The Council anticipates incorporating many of the goals into the fiscal year 2026 budget.
