As the final phases of construction wrap up around Osceola’s historic downtown square, the City of Osceola is reflecting on what has become one of the community’s most significant infrastructure and revitalization projects in decades.
Originally envisioned more than a decade ago and officially launched with a targeted completion aligned to Osceola’s 175th anniversary celebration, the Downtown Streetscape Project was designed to do more than refresh the appearance of the square, it was intended to rebuild the critical infrastructure beneath it while positioning downtown for the next generation of growth.

While visitors will immediately notice the new streets, parking improvements, pedestrian enhancements, lighting, and refreshed public spaces, much of the project’s impact happened underground.
Crews replaced and modernized aging water and wastewater infrastructure throughout the square while improving stormwater management systems designed to better handle runoff and heavy rain events. Parking areas were reconstructed with upgraded paver systems intended to support drainage and improve long-term durability, while roadway and pedestrian improvements enhanced accessibility and safety throughout downtown.
“Once construction began and sections of pavement were removed, it became clear just how overdue many of these improvements were,” said Ty Wheeler, Osceola City Administrator. “Some of the water lines discovered beneath the square were more than 100 years old and in dire need of replacement. This project gave us the opportunity to address infrastructure that most people never see, but that our community relies on every day.”
The improvements also included replacement of the aging water main looping the downtown square and updated service connections. While free to all the businesses and residents on the square, these investments intended to improve reliability and prepare the community for future service expectations and infrastructure standards.
Although a final punch list remains for finishing details and closeout items, city leaders report the project is substantially complete and achieved the goals originally established during planning. Most notably, the project remained on schedule for completion during Osceola’s 175th anniversary year and was delivered within the budget expectations established when construction planning advanced in the fall of 2024.
“Projects like this aren’t always measured by what people can immediately see,” said Mayor Thomas Kedley, “By modernizing the infrastructure beneath our downtown and preserving the beautiful, historic character above, we’re making an investment that positions Osceola’s square to serve residents, businesses, and visitors for decades to come.”
For city officials, the completion marks more than the end of a construction project, it represents a long-term investment in preserving the historic character of downtown while ensuring the infrastructure beneath it is ready to support Osceola’s future.
As residents and visitors gather around the square this week to celebrate our Nation’s 250th and Osceola’s 175th anniversaries, they’ll see more than updated streets and sidewalks, they’ll experience a downtown built to serve the community for generations to come.
