The City of Osceola is renewing their vision of the future of the community. Setting a path for continued community growth and success, Osceola City Council and local leadership are looking to gather insight and suggestions from the community. This collection of information will then go to help guide their comprehensive planning decisions for Osceola’s future development and help position the city as south-central Iowa’s best place to work and grow.
Kicked off in November of 2022, Osceola’s City Council, along with the Clarke County Development Corporation (CCDC), local businesses, and stakeholders brought in urban planners from RDG Planning & Design to develop strategies for a new, comprehensive plan – a plan that focused on city and community development needs through the year 2045.
Through a multi-phase program, the comprehensive plan will come together organically, relying heavily on the input and suggestions from all participants. Starting in the first weeks of May, the input and discovery phase will include the launch of a custom, online public portal where suggestions and comments can be made, interactively, on ways to improve or identify programs and projects that will benefit the future of Osceola.
“Who better to communicate the needs of our community than the citizens themselves,” said Ty Wheeler, Osceola City Administrator. “Enabling feedback through the online portal makes it so much more accessible.”
The goal of the online portal is to collect suggestions on a variety of community development subjects:
- Housing Development – Where and what to build.
- Transportation Development – Roads and travel access improvements or additions.
- Quality of Life Development – Parks and Trail access and additions.
- And overall community planning suggestions.
The portal includes more information on the comprehensive planning process as well as areas where people can make development or program suggestions. It also has an interactive map to focus discussions on specific areas or topics throughout the city.

Subsequent phases will include a series of community meetings and public collaboration sessions wherein the comprehensive plan will be refined and focused, bringing together the most beneficial development suggestions and strategies for the future of the community – by the community.
